The Luxembourg Rail Protocol to the Cape Town Convention (LRP) is a new international treaty that introduces a global legal system to make it cheaper and easier for the private sector to finance railway rolling stock without the need for state guarantees or support. The Protocol entered into force in contracting states on 8th March 2024.

We expect a number of ratifications in the coming year to join the initial contracting states but the opening of the International Registry based in Luxembourg, its ability to issue the unique URVIS numbers and to register security interests already has a significant (positive) effect on the global rail industry.

The LRP will benefit everyone working in and with the rail sector. For larger organisations it will deliver more and more advantages as the LRP is gradually adopted around the world.

The RWG has played a leading role in promoting the LRP around the world, talking to governments and intergovernmental agencies, speaking at industry conferences, publicising the Protocol on social media, issuing briefing papers and reports as well as running practical workshops for industry and government. It has also been directly involved in drafting and negotiating the regulations applying to the International Registry and the new UN Model Rules on Permanent Identification of Rolling Stock.

The minimum cost is EUR 2,000 per annum* (to ensure your first call on business opportunities for members).

New members pay an admission fee of EUR 250. If you are already a member of the Rail Working Group, there is no admission fee and any annual subscription already paid for the year in which you become a Premium Member, will be credited against the Premium Membership fee.
